Hard to tell.
Gordon Brown and Tony Blair were Scottish and they became Prime Minister.
“Black” is a name of Scottish origin really, and I’ve read and interview where Moran said that Bernard was Irish because he was too lazy to do an accent.
If he was Northern Irish there wouldn’t be a problem but Black Books is a light hearted program with no real back story so we don’t know if Bernard is Northern Irish, Southern Irish or if he was born here and picked up his accent from his family and the Irish community he would have lived in at the time. (I certainly know that in the History of my town, there were certain villages that were 90% an Irish community or Indian community though the lines are blurring now as people open their minds, just to explain where accents come from. XD.)
But he moved to London and was obviously able to get a Citizenship as he runs his own business. -Shrugs- I have absolutely no information to go with.
